Public Cervix Announcement (PCA) was born in 2022, in the wake of Roe v. Wade’s overturning, not just as a fundraiser, but as a refusal to stay silent. Founders Caroline Lemley and Emily Koch had an idea that began as a casual backyard garage sale, has since blossomed into a vibrant community of advocates, artists, educators, and passionate individuals united by a shared mission to reclaim space, share essential knowledge, and foster meaningful connections.
PCA is a dynamic and evolving movement. From our roots, we’ve vigorously championed autonomy rights, and as we grow, we’re committed to empowering everyone to engage in the democratic process actively. We wholeheartedly believe that meaningful change begins with the collaborative efforts on our home turf. Public Cervix Announcement is a grassroots revival that aims to make tangible changes in our community. By joining forces, we amplify our impact; collaboratively, we shape the future.

Caroline Lemley
Caroline is one of the founders of Public Cervix Announcement and her shared passion for community engagement and the arts community prompted her to start PCA. As a native to Wilmington, she has seen the growth and development of this community for 26 years and is fervent about inclusivity and participation within the locality. She is currently completing her studies at UNCW in Political Science and International Relations, with goals to continue on to law school.
“Public Cervix Announcement is my baby, my passion project. I feel so incredibly lucky to be able to curate a safe space for creators, artists, musicians, and participants to nourish their community. PCA isn’t about me, it isn’t my event. It really is for everyone and anyone who wants to learn, grow, or be involved. Change begins when we amplify the quietest of voices.”
In her personal time she enjoys writing music, reading, and spending time with good friends. You might even see her frequenting the stages of your favorite bars and breweries! She likes spaghetti, and hates when her belt loop gets stuck on something. If you see her out and about stop and say hi!
Emily Koch
Emily is also one of the founders of Public Cervix Announcement, and is the Yard Sale Organizer and Donation Collector. She is a huge advocate for women’s rights, and has been a close friend of Caroline’s for a long time, so when she brewed up the idea for this event a few years ago, they made it happen and Emily has been her side kick/co-organizer ever since!
“My mission is to be able to advocate for ALL women’s rights, and more generally equal health care rights for all. Being able to give back to an organization like Planned Parenthood feels extremely important and relevant, especially in a time where women’s rights are actively being stripped away and funding for PPSAT is being cut. Health care is a human right, and women should have control over their own bodies! That is why we do what we do.”
In her personal time, she loves thrifting and antiquing. She also enjoys tending to my houseplants, exercising, going on long walks, and coloring!
Lexi Malpass
Lexi is a member of our social media and branding team! She loves being part of PCA because it makes supporting reproductive healthcare access engaging and inclusive—and it also uplifts local businesses and creators along the way. In her free time, she enjoys reading, spending time at the beach, and thrifting.
“Keeping up with major setbacks in reproductive healthcare can feel scary and isolating. I'm always looking for ways to use my own experiences to contribute to positive change for the collective, and support others who are doing important work. PCA is a positive outlet that invites community members to connect over music, local talent, creativity, and advocacy, and I'm glad to be a part of it.“
Jenna O’Neal
Jenna is a part of our social media and branding team—and fun fact: she built this website from the ground up to help share PCA’s mission through the lens of co-founder Caroline! With a background in digital storytelling and a passion for creative expression, Jenna brings our values to help us connect with people in more meaningful ways.
“I love being part of PCA because it allows me to bring a vision to life through creativity and connection. I'm passionate about people and community, and I want to help however I can!”
When she’s not working behind the scenes, you’ll probably find her outside—soaking up the sun at the beach, spending time in nature, or relaxing with a good book in hand.
